How can I是特殊疑问句，可以独立成句。如： How can I turn on the heating? How can I make a shadow? how to是“疑问词加动词不定式”结构，一般不能独立成句，只能作为句子中的一个成分。用在这一结构里的疑问词有who、whom、what、which、whose、when、where、how和whether，但不能用if，如： How to fight pollution remains a problem. I don"t know whether to refuse it or not. Who to bell the cat is a big problem. Who to take care of my grandmother would be a problem. I don"t know how to operate the machine.
